1. Situation
Analysis
Youth are the potential force and carries some productive quality
to do some positive action in their society. Youth always spend
their time on transitional age. They have lots of burden and
responsibilities on their soldier. They use to think lots of
things and alternatives to make their better future and to do some
imperative thing than others. Sometime they become more ambitious
and some time more frustrate due to their age factor. They have to
think about their better career and the same time they should be
sincere for their nation and the community. They do not want to
compromise to other besides their ideas that they have taken in
their mind. These emotional things some time make them highly
capable and some time destroy their life. These are the general
features of common youths.
Youths around the world are facing various kinds of problem. The
issues are different in different regions and with socio-
economic, cultural and political background. In the case of
Nepalese youth it has found more vulnerable situation. They are
back in every aspect of this life. Education, health, security,
employment and access on resources are some of the major
challenges of Nepalese youth. But if we classify their major
challenges we find that Nepalese youth have lack of information,
lack of involvement and the lack of opportunity.
In this scenery a group youth representing from various
educational background, geographical region of Nepal have
initiated to form a new organisation to address the current youth
& ICT issue. The youth led ICT organisation “Idea Action”
ultimately has established to enhance youth involvement in the
equal access building process. This proposal has been prepared to
ask for support and solidarity from around the world those who are
interested for the betterment of Nepalese community and Nepalese
youth & ICT.

Vision
If we dream for a future where respect, love, freedom and peace
are the prevailing culture, we should start acting together and
empower each other. Let’s work since today for brining changes to
get better in the existing situation and the first change makers
are our selves.
3.
Objectives
The general objective of this project is to identify the role of
youth in the nation building process but in general the objectives
are;

To conduct institutional strengthening activities of Idea Action
(Idea)

To conduct a study for finding the youth rights situation in
Nepal.

To find out causes and consequences of youth involvement in the
conflict.
-
To
organise leadership development
programme
among youths.
-
To formulate
future strategies and
programmes
in order to enhance youth involvement in the peace building
processes.

To build up
networking and solidarity with like-minded
organisations, youth individuals for future coordination and
collaboration.

Current Needs
-
Office Equipments: Computer with board band internet plus
printer and scanner, Telephone, Digital Camera, Video Camera and
Some Furniture.

Administrative Expenditures to run and establish office at least
for a year.

Networking and linkage with like minded organisation and funding
agencies for supporting programmes in the future.
-
Human resources for fundraising, technical assistance.
-
Nepali and overseas volunteers for community action.
-
International Participation to raise the voice of Nepalese
youth.
-
Documentation and dissemination of information on Nepalese youth
and conflict issues.
6.
Key Participants
·
The participants, members, volunteers and activists of this
organisation are mostly the youths between 18-30 years age group,
representing both from rural and urban areas. Most of the members
and volunteers of this organisation will be the college and high
school students and those who have out of adequate information,
out of participation and access on resources. They will have
frequent gathering and discussion on several issues to assess
needs, to plan a project and to go for action from their level.
Gender balance will be maintained while selecting the key
participants. Both of them will have equal opportunity in every
activities of this organisation.

Rural-urban balance will be maintained while selecting the
participants. The youths from conflict affected region will also
be selected to establish them as motivated community members for
the betterment of conflict affected society.

Disabled and handicapped youth will also be incorporated in the
organisation, so they can have also opportunity for their career
development. This exposure builds up confidence and will be
established as respected citizen of their community.

The beneficiaries of this organisation will also be the women and
children. The organisation will launch several programmes for out
of school children, conflict victim’s children, children at risk
and women in crisis and so on.
7.
Leaders
The leaders of Idea Action are different professional background.
They have motivation and enthusiasm for the betterment of backward
Nepalese community. They are share equal responsibility to tackle
the issues and will perform their role when the responsibilities
confront.
8.
Proposed Planning for One Year:
-
Leadership development training programme will be organised in
five development regions. Each training has included 25
participants. The training mainly concerns, ICT for development,
sensitisation of present socio-economic and political situation
of the country, human rights, good governance, concept of social
boundary, public speaking and announcement, report writing, need
assessment, conflict transformation and peace building and many
more. International trainer will also be invited if more issues
need to be added.

A website will be upgrading as a portal website. The
preliminary work for this website is to incorporate information
about Nepal, current ICT,
political and human rights situation,
online
articles
&
news update
on hot issues,
online discussion forum, youth profiles,
resources for youth skill development, highlight of
organisation’s activities,
useful ICT & other organizations link
and many more.

Publishment
of E-bulletin in every Friday:
An e-bulletin will publish in every Friday with youth, ICT human
rights related news, views and reviews.

Research on Youth Rights Situation in Nepal will be conducted.
This research gives an authentic and realistic picture about
Nepalese youth in Nepal.

Institutional strengthen and network both in national and
international level. The institutional strengthen includes
membership development, formation of voluntary groups for social
action. At the same time networking includes e-groups of young
people, coordination and collaboration with like-minded
organisations and individuals, international participation in
workshops, training and events.

Youth Information Centre will be established, to provide
information on different youth concern issues like HIV/AIDS,
career counselling, infrastructural development for library
establishment like collection of reading resources and many
more.

Lectures, discussion and workshops among college and high school
level young people on human rights, good governance, social
action, skill development, philosophy, education and other many
more issues will be organised during one year.

Youth exchange programme both in national and international
level as cultural ambassador will be conducted. This includes
participation of overseas volunteers for local level community
action and for strengthening the institutional activities,
participation of Nepali young people in several national and
international events.

Voluntary action like health camps, construction works, clothing
distribution, serving flood affected people will also be
organised during one year period.
9.
Justification
Youth are considered as the backbone of the society and
there is very less concern on youth issues. The nine years long
conflict has made the public life very much difficult and youth in
majority are the most targeted group of the conflict. Youth have
been
mobilised
and
victimised
in different processes of the conflict. But very rare voice have
been raised to resolute their problem and to find out causes and
consequences due to the nine years long conflict and tensions in
the nation. But the project could work as an effective way for
enhancing youth voice for peace process and youth issues during
conflict transformation period.
There is lack of youth participation in every aspect of
community life. They have always treated as problem not a
potential and productive force of the community. Nearly 16 to 40
years age group covers 35 percent of country’s population but the
same group has remained out of national mainstream. This group is
only
mobilised
by others for political benefit. They are not in the position of
decision-making process. They are not familiar with the modern
world. They are remained out of opportunities. Displacement and
fleeing from their origin is also a growing concern of our
society. None of the parties have seriously thought and work
particular focused on their issues. The concern parties are not
fully sensitive on unemployment, hunger and starvation, unequal
social structure and minorities’ issues of the country. The
proposed project will focus its effort to highlight youth agendas
and make it as a major national issue for improvement and global
concern issue.
Nepalese youth have the lack of proper information that is
useful to them for their health care, to build up their better
career and that assist for their educational development. The
rural youth are particularly obliged to be depended on their
textbooks to improve their knowledge and to get information and
that is not sufficient and adequate to them.
There are very limited options to have access of reading materials in
the rural areas of the country. Newspapers, books are not
available on time and the available resources do not cover
adequate and needed information them. This project aim to produce
magazines and circulation of relevant educational materials on
their concerned issues that could assists their demand of
information.

Expected Outcomes
-
Nepalese youths will be organised in an independent organisation
where they will have opportunity for sharing their innovative
ideas, developing their career and exposure to know more about
the nation, about the world.

Youth leadership quality will be developed through the training
programmes and participating in several voluntary actions.
-
Youth & ICT issues and agendas will be highlighted though the
research work and that will be circulated around the world
through its website and participating national and international
events, seminars and conferences.
-
An organisation will be established as good forum for young
people from around the country to interact and network each
other.
-
Youth will be motivated to the social actions. They will also be
sensitised on different issues that directly hindering the
nation building process.

Youth exchange programme will familiar the Nepalese youth to
work on cross cultural environment with the overseas young
people. The rural urban linkage programme will develop the rural
and urban youth to be familiar with each others’ (rural- urban)
culture, to share their common problems and to support and
encourage each others’ innovative works.

Evaluation Process

of failed of organisation activities:

External Evaluation
Organisation will also give an extensive opportunity for the
donors to evaluate our works with their involvement. The following
will be the major indicators for external evaluation. It might be
changed depending upon the situation.

offices of organisation.

Interviewing with the leaders and volunteers.
c)
Participation in some of the major events of this
organisation.
d)
Financial and programme report prepared by organisation.
e)
Any other measures that might be relevant.
12.
Sustainability:
Institutional Level
Idea Action trough this support
programme
will be familiar with the young people of different parts of the
country as well as in international arena. This
organisation will speak the voice of voiceless young people, share
their sorrow and pains though joint effort of young people and
opportunity for exposure and career development of young people.
The leaders and activists of this organisation will be able to
establish as youth leader in the future. The one year activities
will be established them as one of the productive human resource
of the country. They will also have contact with so many
contemporaries where they use to participate in several
interactions in different issues concerning themselves and
concerning that nation needs to be interacting.
Consequently, Idea Action will also develop its
professionalism as a good
organisation
for addressing the youth & ICT issues in an
organised way. Its approaches with so many funding agencies and like
mined
organisation will also be developed during the project period. The
approaches with other funding agencies will also assist to ask for
technical assistance and to extend the project activities for the
next years and for more other activities. These all activities
will sustain this
organisation
as one of the potential and productive youth ICT
organisation
in Nepal.
13.
Limitations
-
Political
instability and conflict like situation might hinder the
proposed action of this
organisation.
-
The capacity and determination of the leaders is mandatory to
reach the targeted group, and therefore to be successful.
-
The
willingness of the targeted participants may be challenging the
programme.
-
Disinterest of one of the major target groups, the youth, as
they are likely to prefer to be involved in social action rather
than their interest for individual interest.
