A Brief Report of ICT Support Programme
 on
Promotion via ICT: Perspectives on HRERLIC-Nepal Experience

"Information and Communications technology has bridged distances and has made possible immediate access to information, people and offices. We believe that this technology can be used not only as an economic engine of growth & key of development but also as a tool for fundamental social change. It can bring greater empowerment, greater transparency and devolution of public offices and institutions to every networked computer terminal. One of the most pressing challenges is to harness this extraordinary force, spread it throughout the world, and make its benefits accessible and meaningful for all humanity."
 
Situation Analysis:
According to the Economic and Social Council, 2003, three quarters of the world’s poor live in rural areas of developing countries and depends mainly on agriculture and related activities for their livelihood. Nepal is one of the developing countries in the world. It is estimated that only one percent of the total 23.15 million populations have access to the Internet and it is mostly based in urban areas of the country especially in Kathmandu. Where, rural population as a percentage of total population is 85.5% this partly due to a lack of awareness among the general population regarding the advantages of using ICT to get information and to be a part of the global community. At the same time there is also a lack of accessibility to learn about ICT and use them as key for organization’s promotion and alternative sources of information collection & dissemination.
 
Introduction:
Idea Action is a professional youth led ICT organization working on Human Rights, Youth and Sustainable Development issues.  It was established in 2002 as a web based organization and registered in District Administration Office, Kathmandu on 2004 with the main theme of “equal access to the power of knowledge for all”. It is also affiliated in Social Welfare Council (SWC), Kathmandu.
 
Idea Action conducted ICT support programme from 15thJan 2002- 15thJan 2005 for HRERLIC-Nepal for its promotion with the main theme of social revolution by human rights and human rights transformations by the use of information and communication technologies. Its aim is to impart human rights education to underprivileged people through an ICT. Correspondingly, the programme has conducted for real action in the grassroots organization to highlight its stories at national to international level, international networking, partnership and developed youth leaders on human rights with ICT literacy as well as skilled human resources.  Mainly it was focused to launch official website especially the web site is an organization representative into global arena and truly helps to explore various factors and aspects through the simple click of button. This is the creative, result oriented and mostly effective project as well as it was most challenging project.
 
Why we selected HRERLIC-Nepal?
HRERLIC-Nepal is a rural youth focused & volunteer youth led human rights organization, which has 950 human Rights Clubs, 18 District Committees and 10,000 commitment Activists in Nepal. It is only one largest Volunteer mobilized organization under the democratic system.
 
Objectives:
  1. To impart human rights education to underprivileged people through an ICT
  2. To recognize at national and international level through activities & successful stories
  3. Information collection, dissemination & documentation for awareness and implementation of ICT
  4. To develop skilled human resources
  5. To formulate future strategies and programmes for organization promotion through ICT.
 
Participants:
Webpage/software developer, Network/hardware expert, international relationship consultant, account and organization management professional and researcher were directly or indirectly worked.
 
Feasibility study and cost-benefit analysis:  
     I)   Economic:
The Web server and the databases My SQL were free of cost with PHP the application sum fast and it proves to be cost effective in long-term.
II) Technical:
It is platform of independent secure, easy to learn and run.
III) Operator:
PHP is easy to learn and use to any operator using the application can easily run.
 
Programme Activities/Methodologies:
  • Welcome and introduction workshop of Executive members and secretariat of HRERLIC-Nepal and Idea Action with other NGO representatives, highlighted the necessity of the programme, why the programme is going to be organised in present context? And why this organization is selected?
  • Discussion The participants discussed to generate ideas and highlight grassroots issues, which not-for-profit organizations are facing in the mean time.

  • Research & Data Collections Research is our project target area & collected the required data and activities based on photographs.

  • Workshop on ICT: A workshop with executive board and secretariat
          Date: April 20, 2004
  • ICT Skill development Training provided advanced ICT training particularly for one voluntary staff on computer office package, general computer hardware & networking, software installations/operation knowledge, web page designing, maintenance, hosting and search engine submission.

  • Management Training General Knowledge of account and office management.
          Duration: July 15, 2002, - July 20, 2002
  • National & international networking training providing national and international partnership & networking opportunities and policies.
          Duration:  July 25, 2002, - July 30, 2002
  • Participant evaluation & Project work Participant personal & project evaluation.
           Duration: August 1, 2002 – August 5, 2002
  • Website finalization developed the website development work and demonstration by participatory method.
      Duration: August 05, 2002 – August 15, 2002
  • Email Account created organization official email account info@humanrights.org.np and for the technical or webmaster purpose webmaster@humanrights.org.np .
  • Launch website providing 10 MB space with 2 email accounts. www.humanrights.org.np.

  • Inauguration website on programmed of national committee.
  • Press conference and dissemination right after completion of this project a press conference in the national level will be organised to give information about the out put and the next effort of Idea Action.
  • Survey: A survey programme was completed among the human rights clubs to assess the impacts of the programme with in the target areas.
  • Submission of Memorandum similarly the impact of the programme will be widely disseminated through media, websites, publications and other means of communication.
  • Publication of Report a detailed report (English as well as in Nepali version) including the participants’ experience and the major out put will publish at the end of the programme.
  • Maintenance Website has been maintained regularly since 15 august 2002.
 
Major outcomes:
  • Globalization of organization’s name and frame
  • Globalization the alternative way of protection and promotion activities of human rights in rural areas through radio programs and its listeners’ clubs.
  • Imparted human rights education to underprivileged people through an ICT
  • Developed official website and email accounts.
  • Using an email & Internet are increased the daily activities.
  • Local clubs and district committees are communicating and providing information in minimum cost.
  • Secretariats received ICT training and encouraged around 1,000 local clubs, 16 district committees and 10,000 commitment rural youth HR Activists. They developed as a national ICT literacy youth HR activists.
  • Developed as an international partnership.
  • Now a day, its representatives are attending lots of events at international level for highlighting the role of rural youth.
  • Enhanced Media coverage on rural youth voluntary activities on HR issues.
  • Identification of problems on ICTs in the organizations.
  • Internalized technical personals should be lead for the change and development
 
Future Strategy:
  • ICT implementation with technical items support Programme will organise in HRERLIC-Nepal, 20 district committees and national level youth organizations.
  • Organize ICT awareness Programme in 1,000 rural youth human rights clubs.
  • Women empowerment programme using ICT.
  • Nation wide ICT campaign on equal access.
  • ICT skill development training on conflict effective rural youth.
  • Develop ICT organization in regional and local level.
 
 Conclusion:
In summary the ICT implementation programme has been first initiative to support on rural level youth focused Human Rights Section. The Inputs of the programme has been a guideline to mark the major ICT issues of voluntary youth organization and their overall situation in the country. It has been an authentic report to take reference while formulating policies and programmes on ICT & voluntary youth organization issues. Participants from different sectors like political, human rights, national and international non-governmental & technical organisations, students and media have been quite encouraging to get support and solidarity in the future.
 
The ICT implementation programme in itself cannot be successful if we are only national level; we should be presented in grass root and regional level. Village must be connecting by ICT. The grass root people should have final destination for the further initiative.
