"Youth involvement for creative development"
Right now we are working in Lamjung District at Bhorletar
Valley with the help of our local partner organizations
Green Valley
(Bhorletar) and Gomati Youth center (Ishaneshwor) on "youth
involvement for creative developm ent." where green valley self fund rise (50 thousands) them self for Female/youth skill development training, road build up and youth mobilizes sports programmes. As a result,
female are out of kitchen, now they are known as a leader of community and business person. Similarly, Gomati Youth Center has started
awareness
and advocacy campaign on Education, Health & Culture and
they are full responsible on all most of local festivals &
cultural programmes. These types of public enrollments youth
movement is familiar as a YOUTH MODEL.
Situation Analysis
Bhorletar Village Development Committee (V.D.C) is situated at
Lamjung district in western
region of Nepal. Bhorletar V.D.C is 37km far from district head
quarter and it takes 1070 hector square area of Lamjung district.
The height from sea level is 3300’. Bhorletar V.D.C is beautiful
valley surrounded by three rivers (island). Its population is more
than 10,000. In Bhorletar V.D.C, there is one community
ISHONESHWOR higher secondary school, where around 1000 student are
studying and more than 100 students in its Bachelor degree of
Ishoneshwor campus. There are two private secondary schools also,
where 600 students are studying. Similarly, there are 6 primary
schools.
In Bhorletar there is presence of almost government office, like,
health, education, post office, animals and farmer care clinic,
forest secretary post etc. More than 100 army and police forced
are staying here to provide the security in this area. Green
Valley Youth Club and other human rights civil society
organization are also involved in its development.
The most important thing is that its surround three V.D.Cs are
directly or indirectly depended on its business, education,
health, communication and other government service. In these three
V.D.Cs, there are also all together 2000 student are studying
their education.
In this situation Bhorletar valley (included other three V.D.Cs,
Ishaneshwor, Bangre and Tharpu) concerned around 30,000 people. In
this large level population there are only 3 phone lines for
communication and one post office for ordinary mail as well as one
film hall for information disseminations. Private schools are
running their education on computer science but there are only
limit in practical not for email and internet. Community school of
Bhorletar has five computers among 1000 student but they are also
out of use because, lack of awareness and skills human resource.
Objectives of the project

programmes for the youth, student and workers

affecting marginalized communities (Agricultural Labourers,
Dalits, Women, and Ethnic)

Special women empowerment through ICT

To raise the voice to voiceless people through ICT

To conduct awareness Programme on “ICT - equal access to the
power of knowledge for all people”.

Why the project is considered important?
Our project has mainly focused on facilitating the use of
Information Communication Technologies (ICT) from the group-up to
further strengthen and promote the growth and maturity of civil
society participation in the information society. The project aims
to enhance participation in ICT for young people who do not have
access to timely and appropriate information and are often
unfamiliar with modern technologies especially the computer and
its uses for improving knowledge and enhancing day to day life.
In Nepal it is estimated that only one percent of the total 23.3
million populations have access to the internet and it is mostly
based in urban areas of the country especially in Kathmandu. This
partly due to a lack of awareness among the general population
regarding the advantages of using internet to get information and
to be a part of the global community. At the same time there is
also a lack of accessibility to learn about computers and use them
as alternative sources of information. In this regard, “Idea
Action” has designed this project to set up ICT training and a
youth information centre in order to enhance the participation of
rural youth in information communication technologies and to
evaluate the use and effectiveness of alternative sources of
information such as computers for skills development and community
building processes. Finally, this project will be published one
portal website of Bhorletar Valley, where local news, articles,
job and farmer production information, introduction, history,
culture, business, education, development, political situation,
tourism, time line, problems with solutions etc will be included.
The youth centre will be a public space that is open to all young
people in the local community. It will provide three main
facilities to all young people who wish to benefit from the
resources. These facilities will include ICT training, youth
development information and advice services and a low-cost
internet café. These are the initial goals for the youth centre
but can be broadened later to encompass further training and
services as the NGO expands and learn.
ICT is a relatively new tool that can be used in almost every
aspect of life and can provide a window of opportunity to the
world. It is important that NGO’s strive to close the digital
divide amongst populations that they service, particularly in the
developing world. ICT could be a resource to reduce poverty and
raise community awareness. ICT training is a valuable tool that
‘Idea’ hopes to provide for youth in poor communities to help them
achieve specific goals in life. For this purpose, ICT volunteers
will work as trainers for youth and also design training manual
and purchase materials relevant to the training.
The internet café would act as both the training area and youth
involved with the ICT training project and would also generate a
small scale income for the local community. This would be a not
for profit internet service to all in the community and all
profits would be taken by ‘Green Valley Youth Club’, that is not
–for – profit registered local youth led organization in Bhorletar
valley.

Programme Coverage
This project coverage on outside of the capital city in a small
town of Lamjung district known as a Bhorletar valley which is
surrounded by the local villages. Its focused four Village
Development committee (V.D.C) are Bhorletar, Ishaneshower, Bangra
and Thrpu.
What are the gender and ICT issues to be addressed?

Idea Action has been priority for the involvement of women
in development interventions. Idea Action provides equal
opportunity in this project.

TOT for School
Teachers:
The most important tool is Trainings for Trainers (TOT) to schools
teachers in community schools Teachers. Teacher can change student
easily than their parents and parents will be changed by their
children

Skills
development training:
skills development training will be organized for selected youths,
who are involved as a volunteer in our partners organizations
since a long time. We will be provided training for them as the
demands of their own local area. For examples, Set up cyber Café,
installation of youth tele- center, computer
operator/webmaster/graphics designer/ video
editor/hardware/network training, computer teacher of school,
office management training, ICT TOT for youth special for women
etc.

In the webpage section, we will be registered
www.bhorletar.org as a domain name and 500 web spaces. A web
site will be developed as a resource center by developing online
news update, online discussion forum, useful ICT organizations
link, successful stories, Nepal and world’s ICT history etc.

Publishment of
E-bulletin/ local printed bulletin in every Friday:
An e-bulletin will publish in every Friday with ICT related news,
ICT organization profile, successful stories, ICT problems &
solutions, global situation on ICT, government ICT policy etc in
national level and in local level we will published printed
bulletin.
Duration: every Friday within the project period and after the
project also

Meeting of
Project Management Unit:
Meeting of Project Management Unit; Four times within a year, the
project management unit will sit together to discuss on the
progress of project activities. Theses meeting are also the part
of internal evaluation and other necessary works as per the demand
of the project.

Follow up and
monitoring:
To solve minor problems, along the implementation of the
programme, six times a year, a follow up programme will be
conducted. In ever two months and the total follow up will be six
in a year.

Press Conference and dissemination:
Right after completion of this project a press
conference in the national level will
organise to give information about the out put and the next effort
of Idea Action

Submission of Memorandum: Similarly the impact of the campaign will widely
disseminated through media, websites and other means of
communication.
·
Publication of Report:
A detailed
report (English as well as in Nepali version) including the
participants’ experience any improvement in the targeted community
and the major out put will publish at the end of the
programme.

Monitoring
and evaluation of the project
-
Project coordinator with the participation of connect village with
ICT programme and project management body will be organizing
meeting in every three months. The meeting then will evaluate
whether the project work is going in a successive way or not. The
specific evaluation system will be as the written evaluation of
programmers, written evaluation of project coordinators and the
conclusion made by the executive body of Idea Action.

The team
members of this project are young professionals who have
experience on grassroots to national and national to international
on ICT and Youth issues. The team leaders of this programme had
completed their academic Master degree on computer science and
engineering and have few years experience on ICT, Youth, Human
Rights, community mobilization section. All members are working as
a volunteer spread. The project coordinator in the national level
is the founder leader of Idea Action, who has five years
experience in project management, grassroots activism, Article
written, and to undertake the responsibilities of governing
position. Similarly he is also involved in South Asian youth and
ICT campaign, WSIS Youth South Asia as a founder. He had also got
training on project implementation & organization development from
United Kingdom (U.K).
Theses are the part of evaluation and other necessary works as per the
demand of the project. |
