Proposal of human rights awareness campaign
on
Peace making, peace keeping & peace building

Situation Analysis:
Nepal is in deepening crisis, due to the ten years long violating conflict between the government and the Maoists. More than 12,000 lives of the people have been already gone in vain. Besides these demolishment of physical infrastructures, growing number of internal displacement and degrading economic growth of the country have many burdens in every development portions of the nation. The situation of children, youth and women has become more vulnerable. Most of the educational institutions in the rural part of the country have been almost closed and other educational institutions in the urban areas are also affected due to the time and again Banda programme by the revolutionaries group and their wings.
 
The rural life in the country has been more complex where people have to be duel victim both from the government and as well as the security forces. Some time they have to serve the Maoists and should be punished by the security forces for providing shelter to them and the same time, they have to punished or severely killed by the Maoists on their blame of working as a spy to the security forces.
Especially the youths in their society has been living in crucial condition. Even at this stage youth issues has been widely neglected from both the government and non-governmental sectors. There are limited activities concerned with youths and their issues and they have not reached in the grassroots in practice.
 
Youth are the potential force and carries some productive quality to do some positive action in their society. Youth always spend their time on transitional age. They have lots of burden and responsibilities on their soldier. They have to carry equal responsibility of their better future and dependent member of their family. Sometime they become more ambitious and some time more frustrate due to their age factor. They have to think about their better career and the same time they should be sincere for their nation and the community. Their community role also directly or indirectly has mandated by certain responsibilities. These emotional things some time make them highly capable and some time destroy their life. These are the general features of common youths.
 
The prevailing conflict has given a big blow to the future of youth as well as to the Nepalese people. Common people with different political beliefs, socio-economic and cultural background from the conflict-affected areas have fled to save their life as well as for employment alternatives. Therefore, children, women and older population only cover the rural villages. Existed employment options have cut off from both the government and other non-governmental sectors due to the worst security situation of the country. The killer and to be killer are both youths whether they are the rebels or government security forces. Their role and responsibilities have been limited and only they are thought to the fore front warrior of different crossfire. None of the group has raised voice for their important role on peace keeping.
 
In this situation, it is needed to aware, empower and motivate the people to be involved in the peace and development campaign. At the same time, it has needed to listen their voices and opinions about the current situation of the country and their desire to transform the existing situation. By realizing this present scenario and situation of the country we youths working for the protection and promotion of human rights movement in Nepal, a human rights awareness campaign for ‘culture of peace, non-violence and justice’ has proposed to bring local awareness for peace campaign and to bring the voce of marginalised in the main stream of national development.
 
Definition:
Nation wide peace keeping, making & building programme through marching campaign for highlighting the current human rights concerned agendas of the people who are living in the conflict zones will organise. A group of youth will go for marching, where they meet the conflict victims, community people, local authorities and even the revolutionaries, where they discuss and interact with a view to collect their primary needs during and after the conflict. Those collected agendas will submit to the government and disseminate widely to take an appropriate action for improving the current situation.
 
Objectives:
  1. To motivate people for peace processing campaign.
  2. To listen to the voice of victims and conflict parties for safe landing of the present conflict.
  3. To bring the voice of common people in the mainstream of national peace and development campaign.
  4. To highlight people’s agendas and enhance active youth participation in the peace building campaign.
  5. To draw the attention of concern parties as desire by the common people.
 
Justification:
It is right time to highlight people’s agendas, where both the government and the Maoists have declared cease-fire and doing homework for peace dialogue, to end the seven years long revolutionary movement. At this moment, such activities will help to pressurize them to work on youth related issues. They will compel to take youth centered activities during peace and development campaign.
 
This project will help to extend networking among youth focused and other like-minded organisation, which could contribute to be together on common agendas, lobbying and pressurising the government.
 
Finally, the project will assist for the protection and promotion of human rights in the community. Community based campaign focused on marginalized people will launch through active youth participation. It will also empower community people and make them alert to fight for their universally recognized human rights in real sense.
 
  Activities:
  • Workshops: A national level workshop including the participants of marching campaign, organizers, donors and other stakeholders will be organized to make the marching campaign effective and powerful to highlight the issues mentioned in the project objective title.
 
  • Orientation and interaction with the campaigners: Two days orientation programme to the members of marching campaign will organize to make them sensitive, responsible and to fulfill the goal of the marching campaign. Resource persons who are currently working for human rights will mobilise for this purpose.
 
  • Publication and preparation of stuffs for the marching campaign: Pham plates, brochure, cloths and other stuffs required for marching campaign will be prepared
 
  • Press conference, publicity and dissemination of the marching campaign: press conference and other necessary dissemination programme will organize before conducting marching campaign.
 
  • Marching campaign: This is a month long programme that covers five most conflict affected districts in the mid western region of the country. The major activities of this marching campaign is to organise interaction in the district level with the participation of conflicting parties, Victims, the representatives of civil society and other concern authority of the respected district. A total of ten youths regularly go for marching campaign and coordinators and sub coordinators will regularly be in contact with the campaigners and build up relation with the concern parties, media and other civil group of the society as soon as possible.
  • Press Conference and dissemination: Right after completion of marching campaign a press conference in the national level will organise to give information about the out put of the marching campaign and the next effort of HRERLIC- Nepal.
  • Submission of Memorandum: A memorandum will be submitted to both of the government-Maoist conveners for proposed peace dialogue in order to make them alert on youth issues. Similarly the impact of the campaign will widely disseminated through media, websites, publications and other means of communication.
  • Publication of Report: A detailed report (English as well as in Nepali version) including the participants’ experience and the major out put of the marching campaign will publish at the end of the programme.
  
Methodology:
  1. Secretariat of the Idea Action will be responsible to formulate national policies of the project.
  2. Education, Advocacy & Awareness Unit will establish to manage the project.
  3. Field coordinators will be responsible for organising, coordinating the local level interactions and meeting with different concern parties.
  4. The campaigners for marching campaign will be responsible to make the campaign as affective as possible.
  5. Besides these, local and district networks are the key stakeholders of the activities performed during the project period.
 
Outcome:
  1. Peoples’ agenda would be highlighted.
  2. Youth Participation on peace campaign will increase and their role during conflict transformation would be identified.
  3. It will sensitise the community people, local stake holders and responsible position to transform the local conflict situation.
  
Risks of project:
  1. It might be unsuccessful programme if the situation of the country turned towards violation.
  2. Lack of public participation and public involvement in the marching campaign.
  3. Lack of management from the organisers.
 
Conclusion:
Marching campaign in its self a wider campaign where people from very walks of life can inform, empower and involve directly or indirectly for peace building processes. Particularly the programme will sensitise and motivate the people to be involved in the local level peace building process.
 
Budget Estimate:
It can be estimated in further discussion and clarification of ideas proposed in the proposal.
