Information Literacy Project
Successful stories
HRERLIC-Nepal a youth focused & volunteer
youth led rural human rights organization, which has 950 human
Rights Clubs, 18 District Committees and 10,000 commitment human
rights activists in Nepal. Before 2002, it was running under the
traditional system. Many organizations never reply its queries
because of using hotmail email account. It’s generally go to junk
email. After developed web site, created email account and received
ICT training, they realized into another world. They were paying the
amount of the Rs. 2000.00 ($26) per year for the space of 10 MB and
were using free of cost domain (www.humanrights.org.np).
Now a day,
it has been recognized at national and international level through
its general concerned of ICT and has created partnership national/
international arena like, oneworld.net. Some of the countries
like, U.K, Bangkok & India are the example of organization
representative attend in conference and workshop as a resource
person and facilitator. It was exposed on March 2004, where some
people had came in its 3rd national Human Rights conference &
youth camp as observer from worldwide. As a result, all youth
human rights activities were excited in their work and
communicating frequently with low cost through email.
Project summery
Around 85 percent of the population of Nepal lives in rural and
remote areas, with a literacy rate of nearly 52% in total. In
these deprived regions of Nepal, television and newspaper are rare
commodities specially women who work in the house depend on radio
for their entertainment, information and for company as people get
use to hear their preferred radio broadcaster. Radio is considered
a warm media listeners feel that they are talked to and they can
also reply and participate.
Information literacy is a foundation programme of Idea Action. It
aims to raise awareness and develop skilled human resources on
ICT. The motto of Information Literacy Programme is to empower
grassroots communities for equal access through ICT. The
decade-long experiences have confided us that information is a
quite useful mean to reach at community level.
In Nepal it is estimated that only 0.95 percent of the total 23.3
million populations have access to the internet and it is mostly
based in urban areas of the country especially in Kathmandu.
Observation in this situation, we will be developed one portal
website, where will be included online news update, forum, message
board, youth profile with article upload option etc.
Correspondingly, we will be published e-bulletin in every Friday
for using our huge mailing list.
The most important tool is Trainings for Trainers (TOT) to schools
teachers in some selected community schools from 10 districts.
Teacher can change student easily than their parents and parents
will be changed by their children. Similarly, it will be conducted
awareness raising in 10 district committees and around 1000 rural
youth clubs through network organization. In the same way, it will
be provided skills development training for selected network
organization’s volunteer youth activities. As a result, they will
be developed as an information literacy activist and skill human
resource form all walks of social life and all pockets of the of
country.
Idea Action is entering into an innovative programme area with
mechanism of conflict resolution. In view of the growing public
worry resulted as an aftermath of the Maoist People’s War of
Nepal, Idea Action wishes to contribute in this particular
context. Idea Action realises that conflicts are part of social
life; they can not be completely eradicated. The best way to deal
with them is to narrow the gap of warring factions and make them
agree to disagree in a round table with due honour of their
sentiments and cherished goals. Thus, conflict resolution forms
part of its Information Literacy Programme.
Programmes Components
Information Literacy programmes entail in general the following:
Overall Goal

Will be developed as information literacy activists, Local level
ICT organizations and skills human resource form all walks of
social life and all pockets of the country.
Specific objectives

Information Literacy on social, economic and cultural issues
affecting marginalized communities (Agricultural Labourers,
Dalits, Women, and Ethnic)

To raise the voice to voiceless people through ICT

To conduct awareness Programme on “ICT - equal access to the
power of knowledge for all people”.

Monitoring the implementation of existing ICT related laws—ICT
Policy, cyber law, information rights related laws etc.

A survey to assess the impacts of the programme within the
targeted areas

Organize workshop/seminars/interaction programme/rallies/pamphlets/
campaigns/poster/lobby & advocacy/training etc. at grassroots and
national level

Dissemination of Information through local F. M. radio

TOT for selected School teachers

Skills
development training:
skills development training will be organized for selected youths,
who are involved as a volunteer in our partners organizations
since a long time. We will be provided training for them as the
demands of their own local area. For examples, Set up cyber Café,
installation of youth tele- center, computer
operator/webmaster/graphics designer/ video
editor/hardware/network training, computer teacher of school,
office management training, ICT TOT for youth etc.

Organise classes:
non-formal classes for the adult/youth/student etc
·
Development
portal website:
a web site will be developed as a resource center by developing
online news update, online discussion forum, useful ICT
organizations link, successful stories, Nepal and world’s ICT
history etc.

Publishment of
E-bulletin in every Friday:
An e-bulletin will publish in every Friday with ICT related news,
ICT organization profile, successful stories, ICT problems &
solutions, global situation on ICT, government ICT policy etc.
·
Meeting of
Project Management Unit:
Meeting of Project Management Unit; Four times within a year, the
project management unit will sit together to discuss on the
progress of project activities. Theses meeting are also the part
of internal evaluation and other necessary works as per the demand
of the project.

Follow up and
monitoring:
To solve minor problems, along the implementation of the
programme, six times a year, a follow up programme will be
conducted. In ever two months and the total follow up will be six
in a year.

Press Conference and dissemination:
Right after completion of this project a press
conference in the national level will
organise to give information about the out put and the next effort
of Idea Action

Submission of Memorandum: Similarly the impact of the campaign will widely
disseminated through media, websites and other means of
communication.
·
Publication of Report:
A detailed
report (English as well as in Nepali version) including the
participants’ experience any improvement in the targeted community
and the major out put will publish at the end of the
programme.
Implementing Agents

Regional directors, some Networks organizations, Idea Action
partner organizations (e.g. 20 district committees, around 1000
local youth clubs and its 10,000 commitment youth activities.)

General people from marginalised communities, law enforcing
agencies, policy makers, political/community leaders, youth clubs
and school teachers.

Monitoring and evaluation
-
Project coordinator with the participation of information
literacy programme and project management body will be
organizing meeting in every three months. The meeting then will
evaluate whether the project work is going in a successive way
or not. The specific evaluation system will be as the written
evaluation of programmers, written evaluation of project
coordinators and the conclusion made by the executive body of
Idea Action.

The team members of this project are young professionals who
have experience on grassroots to national and national to
international experience on ICT and Youth issues. The team
leaders of this programme had completed their academic Master
degree on computer science and engineering and have few years
experience on ICT, Youth, Human Rights, community mobilization
section. All members are working as a volunteer spread. The
project coordinator in the national level is the founder leader
of Idea Action, who has five years experience in project
management, grassroots activism, Article written, and to
undertake the responsibilities of governing position. Similarly
he is also involved in WSIS South Asia as a founder. He had got
training on project implementation & organization development
from United Kingdom (U.K).
Theses are the part of evaluation and other necessary works as
per the demand of the project.
Conclusion
Information literacy Programme its self and increase
programmes where people from very walks of life can inform,
empower and involve directly or indirectly for development.
Particularly the
programme
will
sensitise and motivate the people to be involved in the skill
development process and expression of their vision in outer world.
Budget Estimate
It can be estimated in further discussion and clarification of
ideas proposed in the proposal.
