Report of Training for the
youths on Human Rights and Good Governance

Belkot, Nuwakot District
Introduction
of the training:
Nuwakot district is only 60 kms away from
Kathmandu valley.
Although geographically it is not so far, economically, socially and
politically it could not become like Kathmandu valley. In the
struggle for democracy, Nuwakot district has also played an
important role. There was no phone service in Nuwakot, after
democracy Nuwakot had CDAMA (phone) service. And mobile phone has
also started. Due to the development of communication people have
become happy. But due to lack of education people have been
deprived of opportunities.
Belkot VDC in Nuwakot district is a place of natural beauty
where planning for development has just started. Belkot VDC lies in
Pasang Lamu high way. This VDC is very back in the field of
education. Only 4 years earlier a high school was established there.
In that village corruption stills exist. The influential people make
the rules and regulations there. In 2056 BS, Kalawati club was
established there. Group of students made this club by being a regular listener of radio and setting an example to the society
that by listening to the programs we can change our society.
Listening to Radio
Nepal and hearing
news,
informative programs, development programs, and being influenced by
them and trying to bring change in their own village was
at
first a changeling work. But when the students worked for the
welfare of the people then the people started to believe them.
Hearing programs like Human Rights, Dalit Rights, Law against
Corruption, the students have thought that they should do something
in theses issues in their
village as well.
Likewise, in the year 2062, Kartik 22, in Bidur, Idea
Action had organized an interaction program on the topic, the role
of youths on the Establishment of Peace and ending of Violence. In
that program there were the district officer, local development
officer, district police and representatives from the district’s government, non-government
organization and youth clubs.
This program was mainly useful to bring
knowledge and awareness in the youths.
Along with the program, there was a singing ceremony for
peace. Kailawati youth club of Belkot-7 had organized a training
program with the intension of brining enthusiasm and motivation in
the youths so that there is smooth and sincere running of
administrative and human rights followed.
Aim of the
training:
Training as such at all level is very useful because it bring
changes in thinking, way of approach, and behavior and motivation in
a person.
The
main aim of this training is to outline the roll of the
youth in the mass changes that is taking place in the country at present. We
can outline the aim as follows:

To give
responsibility and bring awareness about the nation in the youth.

To make the
youths feel from inside why they have left the house,
family and society.
What
is the reason for their mobilization?
He should
ask himself “what can I do for the Nation and how important is he
for the Country?”

How can the
youth be mobilized and motivated in the days to come so that they
can teach good culture and meet people who are holding different
post at different levels. For example; chairperson of village
committee, vice chairperson, chairperson of the wards, college
teachers, health workers, and agriculture specialist.

Youths should
make sure that the administration runs smoothly and efficiently. They
should meet people who are in the government service and taking
government facility. They should make sure that no bribin g
is taking place.

The youth
should know “What is Human Right?”. What happens when human rights
are violated? What are the things in people’s fundamental rights?
How can the land are properly utilized.

The youth
should be able to give knowledge about casts, untouchables, and
make sure this society is free from nonsense.
-
The youth
should be able to convince the local people that any quarrels,
misunderstanding which occurs in the village and community should
be solved by the locals themselves.
-
One should be
able to educate people and let them know in simple
terms what constitutional assembly is and what would be their roll
in this issue.

There should
be a feeling as how much one can contribute to the society? The society should be free of
terror, humiliation and peace should be established.
-
A civil society
committee should be formed who can supervise different activities.
Eg; Human rights, good governance and illegal activities and so
on.
Summary of the
training program:
Inauguration
ceremony:
In spite of the difficulties, hurdles and obstacles, the program
started well and the participation of people from different sectors
and places proved that this was a general success. The inauguration
ceremony was started by lightning 3 candles by 3 persons. The three
persons are,
Mr. Shakti Shali Ghimire, the chairperson of the function.
The other person was Dr. Jeevan Adhikary who was the chief guest of
the program. And, Mr. Lok Jung Pandey who is the vice principle of
Pancha Kanaya School-Nuwakot.
Speaking in the inauguration ceremony Mr. Lok Jung Pandey
stressed that so far no such program had ever been organized at Balkot
village. Such training programs are going to be very useful in the
days to come for the youths. More such programs should be planned in
the future. Similarly Ex. Chairperson of CPUML of Balkot Mr. Basudev
Kutwal stressed in the need for program which will benefit the
youths from unemployment. The youth’s participation in the 2nd
mass movement should be appreciated and evaluated. He also stressed
that he would raise there voice at the time of framing a new
constitution.
The chief of local Postal Services of
Balkot, Mr. Tara Tiwari said the youths should be given an
opportunity by the society so that they can prove themselves.
Speaking on the same occasion were Arati Sharma (Antena Foundation),
Mr. Madav Tiwari, Shashi Tara Bhattari, Chandra Kala Sharma.
The Chief Guest
of the function Dr. Jeevan Adhakary stressed the real need for youth to come out of negative
thinking, and being demoralized. The society should create an
environment in such a way that they can formulate their own self
education, so that they realize who he is and what he can do. This
way human rights violation can be discouraged.

The chairperson of Idea Action Mr. Shakti Shali Ghimire
said the participation of youth in the April movement was very
appreciable
but the rules and
regulations made previously did not involve the youths. It is high
time the youth wake up and come out with their own ideas and
planning which will benefit them.
The program was conducted by Bhim Raj Tiwari. After the
formal closing ceremony of the program, different people from
different places gave the training.
Shashi Tara Bhattarai, gave a program on rural development.
She pointed out to identify the resource in the village. Till now
there was unevenly distribution of the resource
but now one has to come out with a good planning,
utilization and put it forward so that one can make its
business. Chandra
Kala Sharma (Gomati youth club-Lamjung) said that people should
exchange ideas, experiences so that it can be carried out to
different parts of the country. Although Gomati youth club is in the
village, it helps in construction of roads, performs cultural
programs, sends volunteers to different places during functions,
informs the villages about agriculture and has established an
agriculture information center. These activities are easily carried
out by the youths of the village.
Shakti Shali Ghimire (chairperson of Idea Action) stressed
on the need for latest information technology to the youths. It
should be easily available and these should be training programs
conducted. The youths of today should realize that they are
important people to the country and they should have plans to
improve the society.
Dr. Jeevan Adhakary a university lecturer
gave information of the ways the youths can come out of negative
thinking, wrong ambitions and how self education can be achieved.
Madav Raj Tiwari- Secretary, Good Governance Club District
committee said that what is public advocacy and complain? How can
the people get good judgment? Where and how to file complain should
be known to people. If the youths give the information on public
advocacy and where and how to file complain, then what will be it’s
affect on the people.
Suman Raj Panth-reporter, Pro-Public, said good ruling is
where there is no corruption.
The public should know where and how much corruption has
taken place? Like wise, Arati Sharma- Antenna Foundation
Nepal, said that
first we should see what the main problem is? Then, the steps to
solve the problem. How youth can solve the problems in a peaceful
way?
Shiromani Dhugana, Jagaran Media canter gave his lecture on
Human Rights? How can human rights and human law be applied in the
society? What are the roles of the youths to establish human rights?
Evaluation of
the training:
For two days there were representative of different sectors
sharing different opinion on the topics. The participant said that
this was a very fruitful training and will help them to in the
future as well. In short, this training helped to generate
encouragement in the youths.
Established
members of civil society observation committee:
After the training, to share the knowledge which they had gained
from the training, to bring change in their self, and to change
others human rights and good governance was established. Involving
the representatives of different sectors, a team was made to see
that Human Rights were being going on smoothly; there is no
discrimination, and no politics. The members of the team are as
