CHILDREN AND WOMEN TRAFFICKING IN NEPAL
Background
It was 10 years ago.13-year-old Mira of Nepal was offered a job as
a domestic worker in Mumbai, India. Instead she arrived at a
brothel on Mumbai's Falkland Road, where tens of thousands of
young women are displayed in row after row of zoo-like animal
cages. Her father had been duped into giving her to a trafficker.
When she refused to have sex, she was dragged into a torture
chamber in a dark alley used for 'breaking-in' new girls. She was
locked in a narrow, windowless room without food or water. On the
fourth day, one of the goondas (thug) wrestled her to the floor
and banged her head against the concrete. When she awoke, she was
naked. Later she was raped by the goonda and red chilly powder was
put into her vagina. Afterwards, she complied with their demands.
The madam told Mira that she had been sold to the brothel for
75,000 rupees (about US$ 1,000), that she had to work until she
paid off her debt. Now when she returned back to her house and
told that she was carrying AIDS she was prejudiced from her family
and society so she is staying in rehabilitation center in
Kathmandu.
Introduction
Nepali children’s and women are trafficked to India in maximum
number from these district of Nepal such as Rupendai, Kaski,
Chitwan, Makwanpur, Tanahu, Sanga, Kavre, Sindhupulanchok, Nuwakot
and even from other district. It is not just the problem of
children and women trafficking to India even they are trafficked
with in Nepal form the villages to the city area promising them a
better life and indulging them in different activates. These
children’s are involved in home bounded labour, child labor,
Circus(in India), pick pocketing, illegal drug selling, criminal
activities, Thieving, sexual exploitation (girls) etc. India is
the major market of trafficking as people from most of the
countries are trafficked. Hong Kong is the second market of these
trafficked victims. Even it is known as the sex tourist area as
lots of European and American come to India as sex tourist.
India, along with Thailand and the Philippines, has 1.3
million children in its sex-trade centers.
Who are the victims?
Mostly the village area uneducated children and women between 8 to
30 are being trafficked with in the country and outside the
country.
Who are the traffickers?
Mostly their relative’s, husband, cousins, people form their own
village who they know, the people who were being trafficked
before, some professional traffickers.
What they promise?
A better life with a high paid job
Film star in the Bollywood film industry.
False promise of marriage.
Role of their parents
Parents are involved knowingly or unknowingly.
Never report about the missing of their children.
Never interested to know what work they do and where the money
comes form.
Competition of better life between their neighbor.
Never serious about their children life.
Mission:
To
focus on the prevention and end trafficking of women and children
by providing education to over age people and creating self
reliance in them.
To assist those who are trapped in the sex-industry and provide
them education and self employment.
Objectives
Ø
Mitigate the circumstances of those
caught in trafficking.
Ø
Educate and Aware the people of the community to end trafficking.
Ø
Prevent the next generation from being pulled into trafficking.
Ø
To create a strong network against trafficking.
Ø
To provide self reliance to the people.
Strategy and Activities:
The project focuses on the community and in the government level
with the following strategy: Seminars with government delegates
form different ministry and intellectual enforcing government to
take action on this problem with new laws and also to have
bilateral talks between the two governments. Awareness and
information through various media, education, advocacy, research,
and self-employment to women. The following activities will be
made.

To demonstrate the magnitude of the problem of trafficking and
related issues to concerned influential members of society and
enlist their commitment towards tangible action to combat these
issues
·
To initiate discussion with the intellectual and bilateral talks
of the two countries on the trafficking of women and children.
·
To combat rural trafficking at source area districts through
effective networking and by empowering rural women self help
groups.
·
To establish the need for a working partnership among the
Non-Governmental Organizations (NGOs) working at city, state,
national and South Asian levels to combat this problem through a
formulated, common plan of action
·
To conduct scientific research on trafficking and illustrate the
fact that there are various issues connected to laws, health
laws, implementation of laws), health, advocacy, rescue,
rehabilitation and economic self - sufficiency issues
·
To highlight the need for sensitization of the police force in the
raid - rescue process of trafficked women and children
·
To setting up of an active centre for the rehabilitation,
meditation, training center for the trafficked women, school for
children
·
To initiate discussion with members of the media and to encourage
them to highlight the issue of trafficking of women and children
in the printed and visual media.
·
To open a media centers in every village so that they can access
to various media like the newspaper.
Government Approach:
The delegates from the different ministry such as the Ministry of
women, children and social welfare, Ministry of Law,
intellectuals, representative form the Nepal police and
representative form the Investigation department will be invited.
To solve this problem emphasis will be put on the enforcement of
the law. The trafficker not only paying the penalties and some
years of prison but also the government should think on the victim
part.
Government should implement the visa law for entering the both
countries as this will abolish the problem of children trafficking
as minor won’t be illegible.
The police in the boarder should take serious action to catch the
traffickers. The policemen involved bribe will be severely
punished.
The strict laws should be made and implement to stop the
trafficking from the government side.
Bilateral talks should made by the government to abolish this
problem of trafficking.
Nepal should sign the UN protocol such as Prevent Suppress and
punish Trafficking in Person Especially Children and Women (2000)
to abolish this problem at international level.
Community Approach:
The participation of community is very crucial in the project.
This is very important as most of the people of the community are
involved and are affected by trafficking.
Advisory Committee: Our advisory committee involves the
intellectuals, researchers, elders, women leaders, renowned person
of the country, educational officers, social workers, activist in
this field and representative from the ministry of Women and
children welfare, police chief, children and women who were
trafficked.
Work shop and Seminar will be held for the danger and stopping the
trafficking problem. The views and their suggestion will be highly
appreciated. Their orientation will make our work easier.
The sharing of experience form the victims helps to sensitize the
community people.
Seminar for the community:
This seminar will be held through out the district of Nepal. The
audience will reach with the appropriate message as what is the
problem that their children face when they are trafficked. This
seminar will focus on the uneducated parents and almost every
member of the community. This is a sensitizing seminar putting on
more emphasis on stopping the trafficking and the alternate source
that can help to eliminate poverty. This seminar will be carried
by the active participation of our advisory committee and our
volunteer and our good will ambassador.
Research:
The study will be carried out on the following field:
Mostly the urban area people are trafficked.
The different age group engaged in different type of criminal act.
Poverty, unawareness, literacy is the major problem that leads to
trafficking.
Flexibility in the boarder crossing of the two countries.
Development of various campaigning affective for the society.
Health related problem in the trafficked children and women.
Rescuing methods for the trafficked people.
Poverty alleviation technique.
Information Education and Communication Media:
Volunteers:
Volunteer are the important part of our organization. They are
mobilized in the boarder area to check the trafficking. They
provide education and awareness program to the community. The
health professional, legal practitioner, counselors, school
teacher, active youth, women and good will ambassador form
different fields such as film industry are our volunteer.
The volunteer will be recruited according to our project need;
orientation and training should be given to them. The training
covers how to identify the traffickers and trafficked children and
women in the boarder area , use of website to report the
trafficking to the nearest police or our organization,
communication skill, elderly people education training, health
related training such as about HIV will be provided to the
volunteer.
Education/ education material:
Our project focused on the education of over age people as this is
a also major problem that leads to poverty and trafficking. Our
volunteer will also be involved in giving education to the elderly
people. As soon as they know how to read and right they will
access to the media center and be acquainted with the rest of the
world.
The posters, booklet and broachers related with the message of
trafficking and AIDS will be distributed through out the country.
Once in the week the awareness program will be held in schools
with all this material so that they will be aware. All this
material will be in our national language. The education materials
will also emphasis on AIDS on the Boucher and pamphlet will also
carry the message not to hate the HIV patient.
Workshop:
Workshop will be done by improving and making the media affective
certain broachers and booklet for the people. Participator of the
workshop will be the medical professional, counselor; delegates
from the government sector such as police officer, lawyers, and
officers from the ministry of children and women welfare and
health will be the part of our workshop. Our work shop mainly
focuses on the abolishment of trafficking problem.
E- media:
In today’s world the e- media plays a vital role. This media can
help in reducing the trafficking to certain extent. Anyone around
the world can access our website and can report about the
trafficking. This site will be managed and will be linked to the
police and other networked Ngo so that it will be easy to find the
traffickers as well as the victim.
TV Companioning:
The documentary and the serial related to trafficking will be
broadcasted from the national television twice a week. This
program can be made available through our website. Advertisement
of this program will be done through the news paper and radio.
Street Drama:
To sensitize people through direct media. Street drama plays
important role in the countries like Nepal. Performing street
drama time to time in those district where trafficking is much
will come up with the positive change. The street drama will put
in more emphasis on the torture with the women and children, the
technique of the pimps to sensitize the children, women and their
parents.
It’s very difficult in Nepal to accept by their society and their
parents after they return back form brothels or abroad being
trafficked. Even in today’s world Nepali people hate HIV patient.
This street drama will focus much in this problem.
Media center:
In every village one media center will be open will all the
material related to trafficking. They can access to various media
to know about this issue. Various films and documentary related to
trafficking will be available in the media center. Article
publication will be collected and made available through this
media center. All the villagers will be able to see the TV
companioning.
Partnership with School:
Partnership with one reputed school to educate the children who are
rescued form the trafficking. The daughter and son of the
trafficked victim will also be provided education from the school.
The student will be more engaged in creative work such as singing,
dancing, music, sports art etc according to their interest. So
that further they can develop their skills.
Self Reliance Program:
Self employment:
Poverty is also a key factor that leads to the trafficking of
children and women. As Nepal is an agricultural country.
Therefore women will be provided micros credits for economic
development, training on how go grow cash crops, vegetables,
fishery, making handicrafts and other vocational training will be
given to the rural areas women.
Bikash Kendra:
This center provides legal advocacy, meditation, rehabilitation,
counseling center, home for the women and training center. All the
women and children’s who are rescued are put into this center.
Counseling and appropriate advocacy will be provided to them to
punish the traffickers as in most of the cases the traffickers are
their relatives and people from their own village. Women will be
kept in our center or sent back home according to their interest.
In our center the women will be provided vocational training,
fooding and lodging facilities. They engaged in self employment
through our self reliance program.
EXPECTED RESULTS:
1.
Changes in the public that they will be aware and be
careful of their children and do not give the children rights.
2.
The community people will be sound enough to give proper
education to their children.
3.
We expect the government to put the visa law in between
Nepal and India. Both the government should be take strict action
on this matter. The law of the trafficking should be stricter so
that nobody will be engaged in this act. We expect great hope from
the community that They actively participate to abolish this
problem. They should report the traffickers as soon as they find
them. They should not remain as blind fold to this crime. They
will start to love the people who return after being tr afficked
and not even hate the HIV patient.
